Buck v. Bell is cited in Roe v. Wade, but the Roe decision contains no discussion of the case as you suggest in your question. In fact Buck v. Bell is not discussed at all it is just a case included in a long string citation after Justice Blackmun writes, “In fact, it is not clear to us that the claim asserted by some amici that one has an unlimited right to do with one’s body as one pleases bears a close relationship to the right of privacy previously articulated in the Court’s decisions. The Court has refused to recognize an unlimited right of this kind in the past.”

Buck v. Bell is not about what you suggest here. The Buck case involved a “feeble-minded” woman that was committed to the Virginia State Colony for Epileptics and Feeble Minded. The state court had ordered that Buck be sterilized. The US Supreme Court did not find a Constitutional right for the “feeble-minded” to not be sterilized.

I have no idea where you got these assertions you make in your question.

3rd Edit: I got it now. The first quote you make, while a little bit off, comes out of the Buck v. Bell decision. However, your set up words for the quote is a complete distortion as Justice Holmes, who wrote the decision, was not calling women embiciles. Here is the actual sentence:

“The statute then enacts that whenever the superintendent of certain institutions including the abovenamed State Colony shall be of opinion that it is for the best interest of the patients and of society that an inmate under his care should be sexually sterilized, he may have the operation performed upon any patient afflicted with hereditary forms of insanity, imbecility, etc., on complying with the very careful provisions by which the act protects the patients from possible abuse.”
